Old courthouse may get new HVAC

A heating and cooling system in the former Henry County courthouse in Martinsville may be replaced soon.

The Henry County Board of Supervisors will consider awarding a contract of $64,350 to John Bryant Inc. of Fieldale for the work.

Of the four bids received on the project to replace the HVAC system, Bryant was low bidder, according to board documents.

Grant funds from the Harvest Foundation and Save America’s Treasures will be tapped to pay for the project.

In other matters at their 3 p.m. meeting Tuesday at the Henry County Administration Building, the supervisors will:

• Consider a proposed calendar to work on the county budget for fiscal 2010-11.

• Consider a date for the board’s 2010 organizational meeting. The board is required to meet on or soon after the first of the year to set meeting dates for the 2010 calendar year and elect a chairman and vice chairman for the year.

• Hear an update on the activities of the Gateway Streetscape Foundation from its executive director, Lois Christensen.

• Recognize outgoing board members.

County staff secured a clock for the supervisors to present to longtime Iriswood District Supervisor Paula Burnette in recognition of her 16 years of service. Burnette’s term will end Dec. 31.

Collinsville District Supervisor Jim McMillian served one term that also is slated to end Dec. 31. He has indicated he wants no public recognition.

Neither Burnette nor McMillian sought re-election to the board.

• Consider appropriating $4,219 requested by the Henry County Department of Public Safety.

The Virginia Office of Emergency Medical Services approved the funds as a reimbursement for EMS training-related expenses. There are no restrictions on use of the funds.

Public safety officials hope to use the money to replace broken and worn-out classroom chairs at the Emergency Services Training Center.

• Consider accepting a grant, making an additional appropriation and awarding a contract using funds received by the Henry County Sheriff’s Office from a Department of Justice COPS Technology Grant.

Henry County Sheriff Lane Perry asked supervisors to accept and make an additional appropriation of $75,000 in grant money from the Department of Justice’s COPS Technology program. The money will be used to help buy 16 digital in-car camera systems at a total cost of $78,160.

The extra $3,160 would come from existing funds, and a local match is not required.

Perry indicated the grant started under former 5th District U.S. Rep. Virgil Goode Jr. and has continued under Goode’s successor, Rep. Tom Perriello.

Perry also asked supervisors to award a $78,160 contract to WatchGuard Video of Plano, Texas, to buy the camera systems.

• Consider accepting a $13,928.50 grant from the Department of Justice’s Bulletproof Vest Program. That grant will be combined with $13,928.50 to buy up to 28 replacement vests.

The required local match will come from Perry’s budget, including $5,000 from the contingency reserve grants line item, $3,000 from police equipment line item and $5,928.50 from asset forfeiture.

Supervisors also will consider approving the expenditure from the asset forfeiture fund and award a $27,857 contract to PT Armor of Fairfax for the vests.

• Consider awarding a $68,359.08 contract to Town Police Supply, Collinsville, to replace equipment at the sheriff’s office.

In the past, supervisors accepted $126,329 in American Recovery and Reinvestment Act (ARRA) stimulus money, and Perry requested bids on night vision equipment and security rifle mounts in vehicles.

Four companies responded. The low bidder for both items was Town Police Supply, with a $48,623.76 bid for the night vision equipment and $19,735.32 for the security rifle mounts.

• Consider meeting in closed session to discuss appointees to the Public Service Authority, Community Policy and Management Team, Patriot Centre Advisory Board and West Piedmont Planning District Commission, and to consult with the county attorney on pending legal matters, the acquisition/disposal of real estate and to discuss as-yet unannounced industries.
