Patrick arrests 41 of 84 people indicted on 300 charges

A Patrick County grand jury has indicted 84 people on 300 indictments in connection with a two-year undercover investigation, according to the Patrick County Sheriff’s Office.

On Wednesday, sheriff’s deputies arrested 41 of the 84 people who were indicted Monday, mainly on narcotics distribution and weapons offenses, according to a news release.

The indictments were the first wave of charges to come from what Patrick Sheriff Dan Smith described in a news release as the largest narcotics investigation his office has ever conducted.

Since 2008, indictments have been issued against more than 200 people on state and federal drug charges, the release stated.

“For nearly five years, I have made my stance on illegal narcotics distribution very clear,” he stated in the release. “I think we’ve made a significant impact in distribution” of methamphetamine, cocaine and oxycodone.

“This is a good day for Patrick County, which is the greatest place to live and raise a family,” Smith added. “This office will always be committed to keeping it that way.”

The majority of those indicted were Patrick residents, Smith said, though some live in Henry County and Surry County, N.C.

An indictment is not an indication of guilt. It is a grand jury’s determination that enough evidence exists to warrant a trial.

Smith said his office enlisted the help of “numerous assisting agencies,” including the Federal Bureau of Alcohol, Tobacco and Firearms (ATF), Virginia State Police, Martinsville Police Department, Henry County Sheriff’s Office, Mt. Airy (N.C.) Police Department, Surry County (N.C.) Sheriff’s Office, Virginia Department of ABC and the Stokes County (N.C.) Sheriff’s Office.

Because of the “huge volume of work” involved in the indictments, he said authorities “could hot have done it” without the help of Commonwealth’s Attorney Stephanie Brinegar-Vipperman and Patrick County Clerk Susan C. Gasperini.

The commonwealth’s attorney’s office was responsible for preparing the indictments for presentation to the grand jury, and the circuit court clerk’s office issued the capias for each of the 300 indictments based on the grand jury’s return of true bills.

Vipperman also prepared seizure orders for about $50,000 in real estate, automobiles and firearms allegedly used to facilitate the drug offenses.

Sgt. Eric O’Connell and Investigator Darrell Rorrer were the lead investigators on all of the cases. Most of the narcotics involved in the cases were the Schedule II drugs methamphetamine, cocaine and oxycodone, Smith said.

In addition to the 41 arrests made as of Thursday afternoon, eight of those indicted are incarcerated on previous charges, the release stated. Smith said Judge Martin Clark had ordered that all un-served indictments remain sealed until Dec. 12, the release added.

The names of those who have not been arrested will be released at that time, and they will be considered fugitives, according to the release. Smith indicated that he and his deputies will search for those wanted through the weekend.

• Gary Odell Pack, 53, 87 Bear Trail Lane, Vesta; one count posses explosive device.

• Judy Kay Joyce, 55, 118 E. Blue Ridge St., Stuart; one count conspiracy to sell Schedule I or II, and three counts sale of Schedule I or II controlled substance.

• Glenn Dale Carter, 48, 118 E. Blue Ridge St., Stuart; three counts of third offense sale of Schedule I or II controlled substance.

• Candace Leann Bowman, 23, 80 Shelton Park Lane, Bassett; one count conspiracy to sell Schedule I or II, three counts sale of schedule I or II controlled substance, and one count sale of Schedule III controlled substance.

• Franklin Delano Penn, 65, 6474 Salem Highway, Stuart; one count sell firearm to felon.

• Mark Timothy Reece, 55, 258 Kibler Valley Road, Claudville; one count maintain Common Nuisance, three counts sale of Schedule I or II controlled substance, and two counts conspiracy to sell Schedule I or II.

• Sheila Nunn Reece, 53, 285 Kibler Valley Road, Claudville; four counts sale Schedule I or II controlled substance, two counts conspiracy to sell schedule I or II, and one count maintain common nuisance.
