City set to hire new manager Tuesday

Martinsville City Council plans to announce the hiring of a new city manager Tuesday, according to Mayor Kim Adkins.
She declined to say anything about the person being considered for the job.
The position has been vacant for more than a year. The council in December failed to reach an agreement with a candidate with whom it was negotiating. Another person has since been interviewed privately.
Adkins said Wednesday night that on Tuesday, the council plans to meet in closed session to discuss a personnel matter. During the session, the council is to review a proposed contract with the person it plans to hire, she said.
“I anticipate it (the contract) will be” agreed upon by council members, Adkins said.
If it is, the council will come out of closed session and announce that a manager has been hired, she said.
The city manager is the top appointed city official who oversees the day-to-day operations of the local government.
The council will have to approve the contract in the form of an ordinance. Adkins did not know if the ordinance must be adopted in one or — as most city ordinances are — two votes.
City Attorney Eric Monday could not be reached for comment Wednesday night.
The previous city manager, Clarence Monday, was promoted from his prior position as chief of the Martinsville Fire Department. He left in January 2012 to become county administrator in Amherst County.
Since then, Leon Towarnicki, the public works director and assistant city manager, has been interim city manager.
